EiMAS was founded with the following objectives in mind:

  1. Enhance human resource development initiatives in the field of environmental management.
  2. Enhance and expand expertise in the sphere of environmental preservation.
  3. Provide training that supports strong environmental management practices.
  4. Develop and expand the knowledge of Department of Environment (DOE) staff in environmental management, encompassing enforcement, legal proceedings, and technical aspects.

Courses at EiMAS are open to anyone from the Industry as follows:

  1. Operators of Air and Water Pollution Control Systems
  2. Staff who manage Scheduled Waste 
  3. Vehicle Emissions Tester 
  4. EIA consultant
  5. Environmental Auditor 
  6. Project developers for developments subject to the EIA Order

COURSE APPLICATION - DOE STAFF

All applications can be done through the Integrated Training System (SLB) at the link

DOE staff can refer to the Course Catalogue in the Integrated Training System (SLB) at the link

Any questions regarding the status of the application can be directed to the relevant course secretariat.

The application due dates can be viewed in the SLB. The due dates are set by the course committee as per the SLB calendar.

COMPETENCY COURSES FOR INDUSTRY

Currently, there are eleven (11) competency courses offered by EiMAS for industries such as:

  3. Certified Environmental Professional in Leachate Treatment Plant Operation (CePLTPO)
  4. Certified Environmental Professional in the Treatment of Palm Oil Mill Effluent (CePPOME)
  5. Certified Environmental Professional in Sewage Treatment Plant Operation (CePSTPO)
  6. Certified Environmental Professional in Scrubber Operation (CePSO)
  7. Certified Environmental Professional in Bag Filter Operation (CePBFO)
  8. Certified Professional Environmental Officer in EIA Project (CePEOEIA)

In general, applicants who are interested in enrolling in competency courses must meet specific academic and work experience criteria as follows:

  1. Bachelor’s Degree in Science or Engineering; or
  2. Diploma in Science or Engineering with one (1) year of experience
  3. Bachelor’s Degree or Diploma in other disciplines with three (3) years of experience; or
  4. Certificate from Polytechnic or Malaysian Skills Certificate (SKM) Level 3 with two (2) years of experience; or
  5. Malaysian Examination Certificate (SPM) with 5 years of experience

(Note: The term “experience” refers to hands-on involvement with scheduled waste or the management and supervision of water pollution control systems or air pollution control systems.)

An annual course calendar is available for each competency course and will be conducted by the appointed Training Provider. Kindly refer to the course schedule available on our website.

All payments can be made through the following methods:

  1. Cash (at EiMAS counters only)
  2. Cheque (company)
  3. Bank draft
  4. Remittance (Postage)

Yes. All EiMAS course fees are claimable to HRD Corp under the Regular Training Assistance Scheme (SBL). Employers who are registered and contributing to HRD Corp can claim course fee payments from HRD Corp as follows:

  1. Regular Training Assistance Scheme or Skim Bantuan Latihan Biasa (SBL) for all courses conducted by EiMAS, the course fee must be paid in advance before attending the course.
  2. Special Training Assistance Scheme or Skim Bantuan Latihan Khas (SBL) for courses conducted by EiMAS Training Providers registered with HRD Corp.

Individuals who are required to apply for competency courses are individuals who want to be certified as competent persons (OYB) as required under Section 49A of the Environmental Quality Act, 1974.

EXAMINATION

The competency course examination will be conducted on the last day of the course.

There is no additional examination fee charged to the candidate as it has been included together with the fee.

Candidates can refer to the National Registry of Certified Environmental Professionals (NRCEP) System to review their examination results.

Yes. Candidates who fail the exam can repeat the competency examination.

Candidates can download a form to retake the examination on the EiMAS website, complete it and submit the form with payment to EiMAS for processing.

Candidates are allowed to repeat the examination a maximum of three (3) times within a year from the date the first examination is taken.

The fee for one examination paper is RM400.00 only

The results of the examination are usually announced within three (3) months after the examination. Candidates can refer to the National Registry of Certified Environmental Professionals (NRCEP) System to review the examination results.

If the candidate has passed the examination of the competency course attended, the candidate will be awarded a temporary certificate of competency for a period of 1 year. 

During this period, candidates are required to submit a Field Training Report to EiMAS, and subsequently go through the interview evaluation process before it can be certified as an Authoritative Person (OYB).

Field Training Report (FTR)

In general, the Field Training Report (Field Training Report) is a report that discusses the evidence of knowledge and experience of candidates who have performed the Competent Person’s responsibilities.

FTR must be presented within one year of receiving the temporary certificate of competency.

Six (6) months of on-field training is required. During this period, all data, information, and analysis should be submitted together in the FTR.

EiMAS has issued criteria and writing formats for FTR that all candidates must follow. Please refer to the appropriate guidelines.

Candidates can submit the FTR either by post or hand delivered to the counter at the Environment Institute of Malaysia (EiMAS).

Candidates can access the National Registry of Certified Environmental Professionals (NRCEP) System to verify the status of their FTR that has been submitted to EiMAS.

The EiMAS assessment team will review the submitted FTRs. Based on the submitted FTR, an interview assessment session will be held to assess candidates’ competence and knowledge.

Depending on the amount of FTR received by EiMAS, candidates may typically receive an interview call within two (2) to four (4) months. The interview schedule will be sent via email.

COMPETENCE RESULTS

Candidates can check full competency results through the National Registry of Certified Environmental Professionals (NRCEP) System.

Accommodation will only be provided to candidates (government servants) who are studying at EiMAS.

Participants can begin checking in the day before the course starts at the accommodation registration counter, which is open from 3 p.m. to 7 p.m.

If you happen to be late, kindly inform the Course Secretariat or counter staff in advance. Candidates will also need to bring along a course offer letter upon check-in to the EiMAS hostel.

All EiMAS facilities are exclusively available to course participants and government agencies only.

Yes. EiMAS Library, also known as Enviro Digital@EiMAS Library (EDL@EiMAS), is a specialised library that offers services and collections of printed and digital materials for the use of course/training participants as well as EiMAS and DOE staff. 

It is also available to government servants, the general public, IPT students, and industry professionals, but only for reference and reading in the library.

Membership is restricted to EiMAS and DOE staff. However, the public may only access the EiMAS Library for reference and reading purposes.

Material/book loans are exclusively available to EDL@EiMAS members, which includes EiMAS and DOE staff.

  1. Loan Services – Loan services are only available to registered EDL@EiMAS users, i.e. EiMAS and DOE employees. Members can borrow up to 5 books at a time. Books can be renewed by phone, e-mail, or in person at the library counter.
  2. Online Public Catalog (OPAC) – OPAC services are given to guarantee that users have access to the library’s collection of reference and reading resources. This service aids in the search for relevant resources on the bookshelf.
  3. Internet/WIFI Services – Library users can connect to the internet or WIFI via computers located at the EiMAS Library. This tool allows users to easily find information and references across boundaries.
  4. Reference Inquiry Service – Provided to help users in making better use of the library’s services and facilities. EDL@EiMAS is the primary source of information in the field of environmental management, whether online or in person. The service can be requested by phone, letter, e-mail, or by visiting EDL@EiMAS.
  5. Documentation Services – To assist the process of reorganising and re-accessing the collection, all collections of items in the library are updated and catalogued using the Integrated Library System (KOHA). The classification method is based on Dewey Decimal Classification (DDC) and Library of Congress Subject Headings (LCSH), which are international catalogue standards..
  6. Library Info Service – Information and dissemination of new books, collection of selected books available in the library, and news about library programmes and events.
  7. Digital Materials Reference Collection Services – Library users can consult the Enviro Digital Library DOE site for a collection of digital materials that includes technical reference materials related to environmental management, department publications, picture galleries, and history in digital format.
  8. Booking Area Service – Only available to EiMAS and DOE staff for the use of meeting rooms, discussion rooms, interview kiosks (online and in person), reading and reference areas. For booking purposes, users must notify the library staff.
