Environment Institute of Malaysia (EiMAS)

EiMAS is a training centre under the Department of Environment Malaysia (DOE). EiMAS implement trainings to DOE staff and industry related to environmental pollution control in accordance with the requirements of the legislation under the Environmental Quality Act 1974.

EiMAS AT A GLANCE

EiMAS is located on a 10-acre area within the Universiti Kebangsaan Malaysia Campus in Bangi, Selangor Darul Ehsan. The institute officially commenced operations on 2nd April 2002, with an inauguration ceremony led by YB Dato’ Seri Law Hieng Ding, the Minister of Science, Technology and Environment in Malaysia.

EiMAS seeks to increase the abilities and knowledge of DOE staff in the field of environmental pollution control and enforcement by implementing training through competency courses. In addition, EiMAS organises technical competency courses for the industry to ensure that environmental pollution management is at the forefront of the industry’s focus.

Function
Centre/Unit

  • Identify the training requirements for Department of Environment (DOE) staff pertaining to enforcement and prosecution.
  • Structure and design training materials focusing on the areas of law, enforcement, and prosecution.
  • Coordinate training sessions and courses related to law, enforcement, and prosecution specifically designed for DOE staff.
  • Assess the effectiveness of the training programmes and adapt the modules to align with the present needs of the Department.
  • Identify the training requirements of DOE staff related to Environmental Impact Assessment (EIA), environmental management, and erosion and sediment control.
  • Develop training plans and materials for EIA, environmental management as well as erosion and sediment control.
  • Coordinate training sessions on EIA, environmental management as well as erosion and sediment control for DOE staff.
  • Organise induction courses for EIA Consultants and Environmental Auditors.
  • Organise competency courses for Environmental Officers in EIA projects.
  • Assess the effectiveness of the training programmes and adapt the modules to align with the present needs of the Department.
  • Identify the training requirements of the DOE staff related to hazardous waste management.
  • Develop training programmes and materials focused on hazardous waste management.
  • Coordinate training sessions on scheduled waste, hazardous materials and contaminated soil for DOE staff.
  • Assess the effectiveness of the training programmes and adapt the modules to align with the present needs of the Department.

  

  • Offer certification programmes to industry to meet the requirments of Competence Person accordance with Section 49A of the EQA 1974.
  • Promote the adoption of the most up-to-date environmental standards within the industry to enhance environmental protection.
  • Supervise training providers accredited by EiMAS for certification courses.
  • Administer the National Registry of Accredited Environmental Professionals (NRCEP), ensuring its effective management.
  • Identify the training requirements of the DOE staff related to hazardous waste management.
  • Evaluate the impact of the training and adjust the course materials to align with the Department’s current requirements.
  • Coordinate the Technical Foreign Cooperation Training Programmes. 
  • Manage both local and foreign attachment programmes. 
  • Process of CPD hour applications from training providers.
  • Identify the training requirements of the DOE staff related to air pollution control.
  • Develop training plans and materials on air pollution control. 
  • Coordinate training sessions on air pollution control.
  • Assess the effectiveness of the training programmes and adapt the modules to align with the present needs of the Department.
  • Identify the training requirements of the DOE staff related to water pollution control.
  • Develop training plans and materials on water pollution control. 
  • Coordinate training sessions on water pollution control.
  • Assess the effectiveness of the training programmes and adapt the modules to align with the present needs of the Department.
  • Govern administrative and financial matters.
  • Manage accommodations, lecture rooms, and sports court facilities. 
  • Ensure the maintenance and safety of EiMAS’ facilities.
  • Plan, manage, implement and maintain ICT infrastructure that support EiMAS’ operations.
  • Develop and maintain application systems that support training management.
  • Execute procurement of ICT hardware and software.
  • Provide technical support and operations of ICT equipment.
  • Manage the development of information resources in the library.
  • Provide library services.
  • Implement the digitisation and updating of information on both printed and digital materials via the Enviro Digital Library@JAS website.
  • Disseminate information  on library materials to EiMAS and DOE staff.
